Foster Care & Out-Of-Home Care (FES)

Answers common questions about eligibility and required documentation for students in foster care or out-of-home care applying for FES-EO or FES-UA.

Do foster families have different requirements?

No. Students in foster care or out-of-home care must still meet the basic eligibility requirements for both FES-EO and FES-UA. The Florida Department of Education uses this information to help determine priority funding for students in foster care or out-of-home care.

What additional documents does a foster family need to submit?

To verify foster care status, upload one of the following:

  • A Florida DCF placement order or court order documenting the student's current placement

  • A letter from the student's assigned DCF case manager on DCF or contracted agency letterhead confirming the student's current placement

  • A current case plan or service plan, if provided by DCF

What additional documents are required if the student is placed in out-of-home care?

To verify out-of-home care status, upload one of the following:

  • A relative caregiver court order or safety plan placing the student with a relative or non-relative caregiver

  • Proof of participation in the Relative Caregiver Program (RCP), if applicable
