Qualified Schools & Education Service Providers (ESP)

Overview of what qualifies as a school or Education Service Provider (ESP) in the Wyoming ESA Program, including eligibility rules and key restrictions.

Qualified Schools

A Qualified School is a pre-kindergarten or nonpublic primary or secondary school located in Wyoming or providing educational services within the state, including online instruction. To qualify, a K-12 school must offer instruction in reading, writing, mathematics, civics (U.S. Constitution and Wyoming Constitution), history, literature, and science. Pre-K schools must offer instruction necessary for kindergarten readiness.

Education Service Providers (ESPs)

An ESP is a Wyoming ESA-approved person, organization, or school that provides educational goods and services to ESA students. ESPs can include private schools, tutors, educational centers, specialized service providers, and supplemental programs.

Who Cannot Be an ESP?

  • Immediate family members of the ESA student (parents, step-parents, grandparents, aunts, uncles, siblings, step-siblings, half-siblings, first cousins) may not be paid as an ESP for that student.

  • Providers cannot act as consultants or intermediaries — they must provide services directly.

Public School Participation

Public and charter schools may participate as ESPs and offer fee-based individual courses to ESA students under a formal parent-student contract. However, they cannot claim Average Daily Membership (ADM) funding for these students.

Location

ESPs are not required to be physically located in Wyoming. Virtual and online services from out-of-state providers are eligible.
