What is the Order of Enrollment Preference for Eligible Students?

Describes the enrollment preference order used when the UFA program receives more applications than available scholarships, updated per HB 467 (March 2026).

The order of enrollment preference is as follows:

  1. An eligible student who used a scholarship account in the previous school year and has submitted the required accountability measure;

  2. An eligible student who is a sibling of an eligible student who: (a) uses a scholarship account at the time the sibling applies, or (b) used a scholarship account in the school year immediately preceding the year for which the sibling is applying;

  3. An eligible student who did not use a scholarship account in the previous school year and whose family income is at or below 300% of the federal poverty level;

  4. For any remaining scholarships, to an eligible student on a lottery basis.

Note: The enrollment prioritization was changed in HB 467, passed in March 2026.
