MOScholars funds may only be used for approved educational expenses that support the educational needs of participating students.
Important: Being an approved vendor does not automatically make every product or service eligible for purchase through MOScholars.

Eligible Educational Expenses
Tuition and School Fees
MOScholars funds may be used for:
✓ Tuition at a qualified school
✓ Required school fees
✓ Tuition and fees for a private virtual school
Curriculum and Instructional Materials
MOScholars funds may be used for:
✓ Curriculum
✓ Textbooks required by a qualified school
Examples may include:
• Printed curriculum packages
• Required course materials
• Educational workbooks
• Instructional resources
Tutoring and Educational Services
MOScholars funds may be used for:
✓ Individual tutoring
✓ Small-group tutoring
✓ Academic intervention services
✓ Subject-specific instruction
✓ Supplemental educational support
Educational Therapies
MOScholars funds may be used for educational therapies and services provided by licensed or accredited practitioners.
Examples may include:
✓ Speech therapy
✓ Occupational therapy
✓ Physical therapy
✓ Behavioral therapy
✓ Services provided by licensed educational aides or paraprofessionals
Testing and Assessment Fees
MOScholars funds may be used for fees associated with:
✓ Nationally standardized norm-referenced achievement tests
✓ Advanced Placement (AP) examinations
✓ International Baccalaureate (IB) examinations
✓ College admission examinations
Examples may include:
• ACT
• SAT
• AP Exams
• IB Exams
Technology and Educational Devices
MOScholars funds may be used for:
✓ Computers
✓ Laptops
✓ Tablets
✓ Assistive technology
✓ Other approved educational technology
Technology Rules
• Technology must support the student's educational needs.
• Technology purchases may be subject to program limitations.
• Certain technology purchases may require additional review.
Smartphones are not eligible purchases under MOScholars Program rules.
Public School Services
MOScholars funds may be used for services provided by a public school, including:
✓ Individual classes
✓ Extracurricular programs
✓ Other qualifying educational services
Summer and After-School Programs
MOScholars funds may be used for:
✓ Summer education programs
✓ Specialized after-school education programs
Examples may include:
• Academic enrichment programs
• Reading intervention programs
• Mathematics support programs
• STEM programs
• Credit recovery programs
Transportation
MOScholars funds may be used for:
✓ Mileage reimbursement for transportation to and from a qualified school
Transportation reimbursements are subject to program requirements and applicable mileage limitations.
Ineligible Expenses
The following expenses are not eligible under MOScholars:
✕ Consumable educational supplies
✕ Paper
✕ Pens
✕ Pencils
✕ Markers
✕ Tuition at a private school located outside Missouri
✕ Payments or reimbursements to certain family members
✕ Smartphones
✕ Products or services that do not support a student's educational needs
Vendor Responsibilities
As a participating MOScholars vendor, you are responsible for:
→ Providing accurate product and service descriptions
→ Listing products and services in the appropriate category
→ Maintaining current pricing information
→ Providing supporting documentation when requested
→ Complying with all MOScholars Program requirements
Final Expense Determinations
All purchases are subject to review.
If additional information is needed to determine whether a product or service qualifies as an eligible educational expense, Odyssey may request supporting documentation before approving the purchase.
The Missouri State Treasurer retains final authority regarding the allowable use of MOScholars funds.
