If the vendor you placed an order from has proof that the package was delivered, then the vendor - as the shipper of record - will need to file a claim with the carrier that the order has not been received. Since it is shown as delivered by the carrier, Odyssey is unable to make this request on behalf of a parent or vendor.
To help facilitate this process, please log in to your Odyssey account to access relevant information, such as your tracking number and assigned carrier, so the vendor is able to file the claim. Below are links to the lost package claim form for various carriers:

Please be advised that Odyssey is not responsible for any items that may be stolen after delivery. To ensure the safe receipt of your order, please make sure that someone is available to receive the item at the time of delivery. If your item is stolen, you will need to file a claim with the carrier and report the theft to the police. Unfortunately, we are unable to assist with such matters.
