Background
The Utah Fits All (UFA) Scholarship Program is governed by Utah Code §53F-6-402. Under this statute, scholarship funds may only be used for “scholarship expenses” incurred while a student is an active scholarship participant and not enrolled in a public school.
Policy
Scholarship Year:
The UFA scholarship year runs from July 1, 2025 through June 30, 2026.
All purchases and reimbursements must fall within this window to be considered.
Funding Status Requirement:
A student must be officially awarded and funded in order for expenses to qualify as reimbursable scholarship expenses.
Students who remain on the waitlist are not active scholarship participants and therefore cannot accrue reimbursable expenses during that period.
Effective Date for Newly Funded Waitlisted Students:
For students who were on the waitlist and awarded funding on October 3, 2025, only expenses dated on or after October 3, 2025 are eligible for reimbursement.
Any expenses for goods dated before October 3, 2025 are ineligible, regardless of whether they fall within the broader July 1 – June 30 scholarship year.
Legal Authority:
This policy is based on Utah Code §53F-6-402(2), which defines scholarship expenses as those incurred “for a scholarship student” and within the scope of the scholarship account.
Expenses incurred prior to a student being awarded funding do not meet this statutory requirement and are not eligible for reimbursement.
Tuition/Classes:
If a student is participating in a school or class that was started before funding, but will be continued, that is an eligible expense.
Tuition for a private school is an exception to this policy, provided the student continues to attend the school as a UFA participant.
Summary
Waitlisted students become eligible to make reimbursable purchases only after their scholarship status changes from “waitlisted” to “funded.” For students funded on October 3, 2025, reimbursements are valid only for expenses dated October 3, 2025 or later.
