No. The Texas Education Agency manages Early Childhood Special Education for children ages 3 through 5. You cannot use a Texas Education Freedom Account while your child participates in ECSE. State rules require you to choose between these two programs. If your child receives ECSE services in a public school, they are not eligible for Freedom Account funds.
To qualify for a Freedom Account, you must first withdraw your child from the ECSE program. Contact your local school district to end these services and request written confirmation of the withdrawal. You may be asked to provide this document when you submit your application through the Odyssey portal.
