The Missouri Empowerment Scholarship Accounts Program (MOScholars) helps eligible Missouri students access educational opportunities that best meet their individual needs.
Through MOScholars, eligible families may receive scholarship funding that can be used for approved educational expenses, including private school tuition, tutoring, educational therapies, curriculum, and other qualifying services.
Scholarship awards may provide up to $6,375 or more annually, depending on available funding and program requirements.

What Is MOScholars?
MOScholars is Missouri's Education Savings Account (ESA) Program.
The program is funded through tax-credit donations and provides eligible students with scholarship funds that can be used for approved educational expenses.
MOScholars gives families greater flexibility in choosing educational services and learning opportunities that support their student's success.
Important: A student's resident public school district does not lose state foundation funding when a student participates in MOScholars.
How MOScholars Works

Who Is Eligible?
To be eligible for MOScholars, a student must:
- Be a Missouri resident
- Be enrolled in kindergarten through grade 12
In addition, students must qualify through at least one of the following pathways:
Students with an Individualized Education Program (IEP)
Students with a verified Individualized Education Program (IEP).
Income-Based Eligibility
Students from qualifying low-income households who attended a public school full-time for at least one semester during the previous year.
New Students
Students entering kindergarten or first grade.
Siblings
Students who are the sibling of a previously awarded MOScholars scholarship recipient.
Eligibility requirements are subject to annual verification and program requirements.
What Can Scholarship Funds Be Used For?
MOScholars funds may be used for approved educational expenses, including:
- Private school tuition and fees
- Educational therapies and services
- Tutoring
- Curriculum and instructional materials
- Educational technology
- Testing and assessment fees
- Summer education programs
- Other approved educational expenses
