1. Visit the Idaho Empowering Parents Program registration page on Odyssey's website.
2. Sign Up
Use a unique email and password to create an Odyssey account.
3. Start Application
Once you have successfully signed up and logged in, please review the Program's Eligibility Requirements, then click the "Start Application" button to get started.
4. Input the Parent/Guardian Information
As the Parent/Guardian, input your information. All text boxes with a red asterisk are required fields. The application will default to "English" as the preferred language. Click the drop-down menu and select "Spanish" if that is your preferred language.
Please note, that the information must be entered exactly how it appears on your 2022 Idaho State Tax Return.
5. Input Current Residential Address
Input your current residential address. If your current residential address is the same as the address found on your 2022 Idaho State Tax Return, please click "Next" to proceed with the application.
6. Household Information: Adding a Student
Add each student for whom the grant is being requested. Families can only add up to three students per household.
Please note, that the Empowering Parents Program is applicable for students between the ages of 5 to 18. If a student is between the ages of 18 to 21 and participates under the Individuals with Disabilities Education Act, you may contact the State Board of Education directly to review program eligibility.
7. Adding Additional Students
Add more students by clicking the "Add another Student" button, and follow the same process as above. When completed, click the "Next" button to proceed with the application.
8. Income Verification
Please select the ID/Type. The options are an Individual Tax Identification Number (ITIN) or Social Security Number (SSN). Then input your Identification Number. Once completed, proceed to the Consent & Approvals portion of the application.
Please note that if you did not file a 2022 Idaho State Tax Return, you will not be eligible for the grant and may need to appeal with the State Tax Commission before continuing the application.
9. Parent/Guardian Filed a 2022 Idaho State Tax Return in Married Status
If you did file a 2022 Idaho State Tax Return in a "Married" Status, click the checkbox next to the statement "Add Spouse's Tax Identification Number to application". Have your spouse input their ID/Type and Identification number. Once completed, proceed to the Consent & Approvals portion of the application.
10. Review Consent & Approvals
Each statement needs to be reviewed and checkbox clicked to proceed.
11. Review Parent/Guardian Acknowledgement
Review each individual statement and click the checkboxes to affirm understanding.
12. Electronically Sign (Parent/Guardian)
Input your signature. Then click the "Submit Application" button when completed.
13. Verify Identity
To complete the application, additional documentation is required. Please be prepared to upload one of the following documents for identity verification:
- Driver's License
- Government Issued State ID
- US Passport
- Green Card
You will also need to provide one of the following options for the children verification:
- Birth Certificate
- US Passport
- Government Issued State ID
- 1040 Tax Return
- Driver's License
- Green Card
14. Click on Begin Verifying to confirm your identity
15. Choose one of the options to upload a Photo ID
The options include:
- Driver's License
- State ID
- Passport
- Permanent Resident Card (Green Card)
16. Take a clear photo of the front of the Photo ID
You can either take a picture of your photo ID, upload a photo of it, or continue on a different device.

Once Photo ID is processed, the system will proceed with the children verification. The system will default to accepting the 1040 tax form. But, if you do not have the 1040 tax form on hand, you may select to upload a different form of identification, such as:
- Birth Certificate
- US Passport
- Government Issued State ID
- 1040 Tax Return
- Driver's License
- Green Card
19. Children Verification: 1040 Tax Form
If you choose to upload the 1040 tax form, you can either take a picture, upload, or continue on a different device.

21. Complete Verification
Once you pass the live identity portion of the verification, you are all set!
Please note, you will have three chances to upload the documents to the verification system. If all three chances have been used and cannot be achieved, you will receive a verification failure email with details and next steps.
22. Application has been submitted
Congratulations! You have submitted your application. You can visit this dashboard periodically for any updates to your application.
